Watford Borough Council
In 2002, Watford Borough Council was one of the most expensive, worst performing district councils in the country and on the brink of government intervention. However, in that year the town’s first Elected Mayor, Dorothy Thornhill, came to power with a mandate to tackle the Council’s problems head on, alongside senior management. The council is now focussing on providing effective, efficient services for residents, whilst keeping council tax rises below inflation.
